Die Novellierung des Bundesnaturschutzgesetzes (BNatSchG) vom April 2002 enthält an zentraler Position (§3) eine Vorschrift zur Schaffung eines länderübergreifenden Biotopverbundes. Zur Umsetzung dieser Bestimmung hat ein Arbeitskreis der Länderfachbehörden für Naturschutz zusammen mit dem Bundesamt für Naturschutz (BfN) ein einheitliches Konzept entwickelt. Ein zentrales Element dieses Konzepts ist die Erstellung eines gemeinsamen Katalogs geeigneter Auswahlkriterien für Biotopverbundflächen. Sie wurden in zwei Testläufen in Gebieten in Bayern und Nordrhein-Westfalen auf ihre Eignung hin überprüft. In diesem Band werden sowohl das entwickelte Konzept als auch die Ergebnisse der Testläufe vorgestellt. Weiterhin sind Überlegungen zur geeigneten Sicherung von Biotopverbundflächen im Sinne von § 3 (4) dokumentiert. Schließlich wird eine Übersicht über mögliche Umsetzungsinstrumente gegeben.

Die Mindestleistungen der Landwirtschaft zum Schutz der Natur sind seit Jahren in der Diskussion. Hier einvernehmliche Lösungen zu finden ist unter anderem Auftrag des UNCED-Gipfels von Rio 1992, des Gipfels für nachhaltige Entwicklung von Johannisburg 2002 und - auf europäischer Ebene - der 2010-Initiative. Auch das Bundesnaturschutzgesetz legt Grundsätze fest. Das nunmehr abgeschlossene Forschungs- und Entwicklungsvorhaben "Naturschutzfachliche Konkretisierung der 'Guten fachlichen Praxis’ in der Landwirtschaft" legt richtungweisende Methoden zur Ausgestaltung und Realisierung der "Guten fachlichen Praxis" in der Landwirtschaft vor. Sie wurden von zwei renommierten Forschungsinstitutionen des Naturschutzes und der Landwirtschaft gemeinsam entwickelt und werden die kontrovers geführten Diskussionen zwischen Naturschutz und Landwirtschaft über die "Gute fachliche Praxis" weiter versachlichen.Mit den vorgeschlagenen Verfahren werden Möglichkeiten angeboten, die Rahmenvorgaben des Bundesnaturschutzgesetzes (§ 5 Absatz 4) standortgerecht und lokal umzusetzen. Die Anwendbarkeit der Methoden wurde in zwei Testräumen praktisch erprobt. Weitere notwendige Schritte zur Implementierung der "Guten fachlichen Praxis" auf europäischer, Bundes- und Länderebene werden präzisiert. Das vorliegende Heft ist somit auch ein wesentlicher Beitrag zur Neuorientierung der europäischen Landwirtschaftspolitik im Hinblick auf eine nachhaltige Entwicklung.

Depuis plusieurs années, les universités et académies universitaires de la communauté française de Belgique sont engagées dans une politique dynamique en faveur de l'Open access, ce mouvement qui promeut un accès libre et gratuit à l'information scientifique grâce notamment aux nouvelles technologies de l'information et de la communication. Dans ce contexte, à l'instar de nombreuses autres institutions universitaires, elles ont chacune créé un répertoire et une bibliographie institutionnels dans lesquels leurs membres sont tenus d'archiver les références et, autant que possible, la version électronique intégrale des documents qu'ils ont publiés. Au cours du développement de ces répertoires, il est apparu que la communauté universitaire était peu sensibilisée aux aspects de propriété intellectuelle de la publication scientifique généralement parce qu'elle en méconnait soit les principes, soit les enjeux. C'est à cette occasion que ce guide a été rédigé initialement au sein de l'Université de Liège dans le cadre de la mise en place de son propre répertoire ORBi. Il a pour objectif de décrire, à larges traits, les grands principes du droit d'auteur et leurs implications dans le domaine particulier de la production scientifique. Il se divise en deux parties. La première envisage la rédaction d'une oeuvre scientifique et évoque les droits susceptibles de protéger une création, les autorisations éventuelles à solliciter et les sanctions encourues en cas de violation des droits de l'auteur. La deuxième partie de l'ouvrage aborde la publication de l'oeuvre et examine les relations contractuelles qui se lient entre un auteur et un éditeur d'une part et de l'autre, entre cet auteur et l'institution qui l'emploie dans l'hypothèse d'un dépôt de l'oeuvre dans un répertoire institutionnel. Un chapitre est également consacré au mouvement Creative commons et à la diffusion d'une oeuvre grâce aux licences spécifiques que cette organisation propose. L'ouvrage s'adresse avant tout aux auteurs scientifiques en espérant qu'il les rendra plus conscients des droits d'auteur qui protègent une oeuvre de sorte qu'ils n'y renoncent plus systématiquement au profit des éditeurs.
